§53
Ownership & Protection: Land Tenure, Agrarian Reform and Veterans & ARA Welfare
THE THESIS
Most Africans farm land they cannot prove they own, and most of the people who defend the continent are abandoned when they come home. No more than about 14% of rural land in sub-Saharan Africa is formally registered; one landholder in four fears losing their land; nearly half of women feel unsafe in their tenure. The AU promised secure land rights in 2009; seventeen years later most of the continent's land is held on paper that does not exist. And the soldiers? Nigeria's retired servicemen blocked the Finance Ministry in 2025 over unpaid gratuities and withheld salaries. The AR secures every African's land with a title, reforms agrarian ownership with fairness and discipline, and keeps a covenant with the army that protects the Republic.
