§51
Water, Sanitation, Humanitarian Response & Disaster Risk & Relief
THE THESIS
A billion Africans lack safely managed sanitation, 193 million still practise open defecation, and four in five rural Africans have no safely managed drinking water. The rivers that could change this cross borders — and the Nile agreement took fourteen years to enter into force over the objection of the two states that use it most. When floods, droughts and wars strike, Africa begs: displacement has tripled in a decade to 35.4 million, Sudan's 2026 response plan started the year about 15% funded, and the humanitarian agency the AU decided to build in 2016 is only now due to become operational. The AR builds the pipes, shares the rivers, pre-positions the relief and insures the risk.
