The Blue Economy: Fisheries, Ports & Maritime
THE THESIS
Africa's seas are being emptied by fleets that are not African. Illegal, unreported and unregulated fishing costs the continent more than $11 billion a year; more than half the fish caught in the Gulf of Guinea are taken illegally or without regulation; in some West African states up to 90% of industrial vessels are foreign-owned. The AU wrote a maritime strategy in 2014 and a security charter in 2016 that three states have ratified. Only four African ports make the world's top 100. The AR enforces its waters, licenses its fleet, runs its ports and farms its fish — and keeps the ocean's wealth on African balance sheets.
