§48

Mining, Minerals Beneficiation & the EV/Battery Industry

THE THESIS

The Democratic Republic of Congo mines more than 70% of the world's cobalt, Africa holds about 30% of the world's reserves of cobalt, lithium and copper — and the continent still has no commercial-scale cathode or battery-cell factory. The AU adopted the African Mining Vision in 2009; sixteen years later only four states had ratified the statute of the body meant to carry it out. Kinshasa banned cobalt exports in 2025 and then improvised quotas; Harare banned, then issued producer-by-producer quotas and set a full ban on lithium-concentrate exports for January 1, 2027; Zambia has yet to break ground on a processing plant. The AR turns beneficiation into continental law, builds the plants before it closes the doors, and puts the electric-vehicle and battery industry where the ore is.
