§45
Crime, Policing & Prison Reform
THE THESIS
Africa suffers the world's highest absolute homicide toll, and its police are the institution Africans say they must bribe most — while its prisons hold the world's highest share of people nobody has convicted. The AU wrote the guidelines (Kampala 1996, Robben Island 2002, Luanda 2014) and left them in a drawer. The AR builds the system the guidelines described: civilian police with independent oversight, a continental bureau against organised crime, prisons that cannot hold more people than they were built for, and a presumption of innocence that means something.
