§44
The Continental Legislative Congress
THE THESIS
Africa's continental "parliament" has 275 members, no power to make a single law, and has never seen the AU's budget. Its national parliaments, meanwhile, have waved through nineteen successful constitutional term-limit coups since 2002 while paying their members the highest salaries on Earth relative to the people they serve. The AR builds the legislature the continent was promised and denied: a bicameral Congress with real power over law, money, appointments and impeachment — no immunity for its members, a public ledger of every petition it answers, and a mandate to hold the President to the constitution.
