President's Cabinet & Government Agencies
THE THESIS
The AR Continental Government needs a full executive architecture — every ministry, every agency, every mandate defined. Africa's current model is 54 duplicated governments: over a thousand ministers, thousands of agencies, ghost-worker payrolls, captured commissions, and intelligence services aimed at citizens. The AR replaces all of it with one lean, merit-based, constitutionally caged executive — defined here to the last position.
DOCTRINE LOCK: Executive architecture = President + 6 Vice Presidents + 10 Chancellors + 55 Provincial Governors, with the Cabinet and agencies below. The Diaspora Senator is a LEGISLATIVE position and appears nowhere in this section. The 110-position master structure is: 1 President · 6 VPs · 10 Chancellors · 16 Cabinet (14 Secretaries + Attorney General + Inspector General) · 13 Justices · 9 Ambassadors · 55 Governors.
