§36
Energy
THE THESIS
More than half a billion Africans — 563 million in sub-Saharan Africa alone — live without electricity on the continent that holds the world's largest solar belt, its greatest untapped hydropower site, and its richest uranium provinces. This is not a resource problem. It is not an engineering problem. It is a governance failure sixty years deep — and the AR ends it the only way it can be ended: as one grid, one market, one build, under one government.
THE ENERGY DEFICIT — BY THE NUMBERS
| No. | Metric | Figure |
|---|---|---|
| 36.0.1 | Sub-Saharan Africans without electricity | 563 million in 2024 — 86% of the world's 655 million without access (Tracking SDG7: The Energy Progress Report 2026) |
| 36.0.2 | Africans reliant on charcoal and wood for cooking | About 70% of sub-Saharan households (Mission 300 data) — with household air pollution killing Africans every year (IEA/WHO) |
| 36.0.3 | Africa's share of world population vs electricity use | About 18% of humanity — roughly 3% of the world's electricity consumption (IEA) |
| 36.0.4 | Africa's share of global energy investment | A low-single-digit share, roughly 2–3% (IEA) — for the fastest-growing population on Earth |
| 36.0.5 | Manufacturing energy costs | 4× higher than comparable markets globally (§2.7) |
| 36.0.6 | The pace of progress | 2022–24: about 42 million new connections a year against about 38 million new people a year — a net reduction of roughly 4 million a year (Tracking SDG7 2026) |
| 36.0.7 | The do-nothing future | At that pace the dark pool shrinks by about 4 million a year — well over a century to close it (AR arithmetic from Tracking SDG7 2026) |
| 36.0.8 | What Africa holds | 60% of the world's best solar resources · a 42,000MW hydro site on one river · the uranium that helped light Europe for fifty years |
