THE THESIS
Africa has the lowest social-protection coverage of any region — more than 80% of Africans have no safety net at all. The AR builds one.
When a European worker loses a job, a system catches them. When an African worker loses a harvest, a family absorbs it — until the family breaks. More than 80% of Africans live with no protection of any kind between themselves and catastrophe: no unemployment cover, no child benefit, no pension, no disability support. Not thin protection. NONE. The AU noticed this for 20 years. The AR ends it.
