§30
Environment & Climate
THE THESIS
Africa emits under 4% of global carbon and loses 2–5% of its GDP a year to climate extremes. The AR demands climate reparations and builds green sovereignty.
The countries that burned the carbon get the growth. The continent that didn't gets the droughts, the floods, the failed harvests — and an invoice for its own adaptation. This is not a tragedy of nature. It is the largest cost-shifting operation in economic history, and Africa is the involuntary counterparty. The AR ends its participation.
