THE THESIS

Africa has no continental enforcement mechanism for human rights. Not a weak one — NONE. The ICC indicted a sitting African head of state for genocide and the AU ordered its members to protect him. The AU's own answer to the ICC wrote immunity for sitting leaders into its founding text. Regional courts issue judgments that member states enforce less than a third of the time. The AR builds the enforcement machine Africa has been denied for sixty years — with jurisdiction over everyone, immunity for NO ONE, and the ARA behind every warrant.
