§27
Taxation & Fiscal Policy
THE THESIS
Africa loses $88.6 billion EVERY YEAR to illicit financial flows — more than all development aid and foreign investment flowing in. The continent is not poor; it is drained, by multinational transfer-pricing engines, by complicit Western banking systems, and by its own leaders' offshore accounts, while 54 fragmented tax authorities negotiate alone against corporations richer than the states taxing them. The AR builds one continental tax architecture with the power to end the theft — and to fund the superpower from Africa's own pocket.
