§26
Education
THE THESIS
Africa produces the world's largest youth population and spends the least per student on Earth. Not near the least — THE least. $55 per child per year against $8,532 in high-income countries: a 155-to-1 gap, measured by the World Bank itself. This is not underperformance. It is the deliberate continuation of a colonial design that built schools to manufacture clerks, interpreters, and messengers — never engineers, never owners, never rulers. The AR ends that design structurally and constitutionally — and it ends the language barrier that guards it: from pre-K to university, every child learns every subject in the language they already speak.
