The Continental Infrastructure Master Plan
Africa's infrastructure gap is not a development problem. It is an industrial pre-condition. No manufacturing economy can function without roads that reach raw materials, rail that moves finished goods, ports that connect to global markets, energy grids that power factories, and broadband that runs the digital economy. The AfDB now estimates the continent needs $360–400 billion annually in infrastructure investment — and receives only $190–230 billion. The annual shortfall is $130–170 billion. The AR's fiscal architecture, resource revenues, and foreign partnership model close this gap.
